First, boot Linux OS ( Lubuntu 18.04) from your bootable installation media and launch installation application from a live session. If you decide to install a version of Linux to the second partion on the hard drive the bootloader in that version of Linux will 'see' Windows and add it to the booting menu. But that does not make Fedora's installation choice of where to put its boot startup code correct in any way. Just make it the first booting option in the BIOS.

Luckily the multi-boot software I use can easily recover from even Fedora's replacing its MBR code with its own. I made two bootable usb sticks on another laptop and with iso 2 usb on phone and I just cant install Ubuntu.
Sure after installation I can install grub wherever I want, after it has stepped on someone's else's boot code in the MBR. Linux fails to install a bootloader every time. The fact that Fedora does not offer the ability to place the grub2 startup code in a partition, where other major distros all do, speaks volumes of what is "known" or not. The multi-boot software I use works perfectly with grub/grub2 startup code in a partition and I personally create /boot partitions for the Linux distros I multi-boot and place grub/grub2 startup code in those /boot partitions with nary a problem. Please, nothing has been deprecated, and your assertion is just your opinion and nothing more. After installation, you can install grub where you want, using the grub tools, and arrange for it to be chain loaded from whatever bootloader the MBR starts. After the live system installs the GRUB boot loader you will be directed back to main rescue mode menu. The installation process of GRUB will start as soon as you hit the Enter key. If you need to retain the MBR then anaconda allows you to not install the boot loader. Usually, you should install the boot loader on your first machine hard disk MBR, which is / dev/sda in most cases. Why is installing GRUB2 to a partition's boot sector discouraged? Putting grub in a partition has been deprecated for more years than I care to remember.
